Energy Cost Assistance

Energy burden represents the percentage of a customer’s household income spent on energy each month. Under New York State’s energy affordability policy, a customer is energy cost burdened if they spend 6% or more of their annual monthly income on energy costs.

As of 2019, over 460,000 families in NYC are energy cost burdened. The City is an active participant in utility rate case negotiations and advocates to minimize the impact of increasing energy costs for all New York City residents.

Assistance Programs

New York State’s Home Energy Assistance Program (HEAP) provides utility cost discounts for qualified low-income customers. In addition, New Yorkers who receive benefits from certain assistance programs may already qualify for payment assistance programs at Con Edison and National Grid.

Con Edison Payment Assistance 

  • To see if you’re eligible for EAP assistance through Con Edison and to sign up, click here. 
  • Print forms for qualifying individuals: English, Spanish, Chinese, Russian, or Korean 
  • If you meet certain income requirements, you may be eligible for special payment agreement terms. Click here to fill out a financial statement form. 
  • Con Edison offers special services and protections for certain people, such as seniors, people experiencing medical emergencies, and people with disabilities.  

National Grid Payment Assistance

  • National Grid offers a disconnect protection program for people who have a serious illness or injury (as certified by a medical professional) and whose utility service is at risk.
